VF õhuväed teostasid luurelende Mustal merel ja Aasovi merel, Krimmi poolsaare ja Krasnodonski krai juures mööda UKR piiri. Õhus olid luurelennukid IL-20M; SU-24MR ja laevade vastase võitluse lennuk IL-38. Koguti andmeid UKR üksuste paiknemiste kohta Hersoni, Zaporožje ja Donetski oblastites.

Сохраняется активность противника на Донецком направлении. В районе н.п.Авдиивка сохраняется высокая интенсивность обстрелов позиций сил АТО, в т.ч. с применением 82-мм минометов.

В восточной части н.п.Ясинивка (в хозяйственных постройках) подтверждено пребывания в гаубичной самоходной артиллерийской батареи 11 отдельного мотострелкового полка (Макеевка) 1 АК.

В течение суток зафиксировано 19 обстрелов из стрелкового оружия, гранатометов и 82-мм минометов, из них: один - Счастье (Новоайдарский направление); три - Трехизбенка (Северодонецкий направление); один - Зайцево (Славянский направление); пять - Авдеевка, Марьинка (Донецкий направление); четыре - Березово (Красноармейский направление); пять - Широкино (Мариупольский направление).

Украинской стороной предоставлена ​​информация представителям Специальной мониторинговой миссии ОБСЕ о наличии танков, 122-мм РСЗО "Град" и САУ в районах Донецк, Спартак, Артемовск и Тельманово.

Остается на низком уровне морально-психологическое состояние личного состава 9 отдельного штурмового мотострелкового полка морской пехоты (Новоазовск) 1 АК ВС РФ.21 апреля с.г. командир взвода обеспечения 1 мотострелкового батальона 9 ошмсп Мп 1 АК лейтенант Каструк Сергей Викторович (08.06.74 г.р.), в состоянии сильного алкогольного опьянения, совершил ДТП и сбил местную жительницу с ребенком. Пострадавшая получила сотрясение головного мозга, закрытый перелом таза, перелом руки и разрыв селезенки.20 апреля с.г., в результате возникновения спора между военнослужащими минометного взвода 9 ошмсп мп, на почве злоупотребления алкогольными напитками в н.п.Красноармийськ, погиб один минометчик, а еще двое получили тяжелые ножевые ранения.

Учитывая многочисленные ограбления частных домов жителей н.п.Новоазовськ, имеющих место с начала апреля с.г., российской военной комендатурой принято решение временно запретить военнослужащим 9 ошмсп Мп покидать территорию части не по служебным вопросам.

Российской оккупационными властями продолжаются мероприятия по развитию собственной инфраструктуры мобильной связи на временно оккупированных территориях Донбасса в обход международных санкций.

Установлено, что на 23 апреля с.г. запланировано подписание соглашения между российской компанией ОАО "Ростелеком" и оператором связи т.н. ЛНР "Унитарное предприятие" Луганские коммуникации "(" ЛугаКий »). Согласно условиям соглашения, российский оператор связи будет напрямую предоставлять "ЛНР» коммерческие услуги кабельного телевидения и широкополосного доступа к сети Интернет.

По мнению российских экспертов рынка телекоммуникаций, речь может идти о личных мотивах компании "Мегафон", одного из ведущих операторов мобильной связи России, за события 2013 "МегаФон" заинтересован в ограничении чеченского оператора мобильной связи в т.ч. -за международных санкций и способен использовать возможности своих инсайдеров в Ростелекоме.

Как известно, в 2013 власти Чечни призвал жителей республики отказаться от услуг двух национальных операторов мобильной связи РФ в т.ч. компании "МегаФон" в пользу чеченского провайдера "Вайнах Телеком" (в то время имел только лицензии оператора мобильной связи, а реально был Интернет-провайдером), обвинив российские компании в подтасовке результатов виртуального голосования во время конкурса "Россия-10".

22 апреля с.г. наблюдались пролеты самолетов-разведчиков Ил-20М, Су-24МР и противолодочного самолета Ил-38н в воздушном пространстве Черного моря (вдоль южного побережья Украины), Крымского полуострова, Азовского моря и Краснодарского края. С помощью оборудования, установленного на самолетах, осуществлялась разведка объектов и мест расположения Вооруженных Сил Украины в Одесской, Херсонской, Запорожской и Донецкой областях.

The Ukrainian side informed the representatives of the OSCE Special Monitoring Mission to Ukraine about the presence of tanks, 122-mm MLRS "Hrad" and self-propelled artillery in the areas of Donetsk, Spartak, Artemivsk and Telmanove.

Other losses among the service men of the 1^st (Donetsk) and 2^nd (Luhansk) AC of the Russian Armed Forces were recorded: one service man died, other five service men of the 9^th separate assault motorized rifle regiment of the Marine Corps (Novoazovsk), 100^th separate motorized rifle brigade (Donetsk) of the 1^st AC, as well as the 6^th separate motorized rifle regiment (Stakhanova) of the 2^nd AC were wounded.
The morale of the the 9^th separate assault motorized rifle regiment of the Marine Corps (Novoazovsk) of the 1^st AC of the Russian Armed Forces remains low.

  On April 21, 2016, commander of the maintenance platoon of the 1^st motorized rifle battalion of the 9^th separate assault motorized rifle regiment of the Marine Corps (Novoazovsk) of the 1^st AC  Lieutenant Kastruk Serhii Viktorovych (born on 08.06.74), being in a state of strong alcoholic intoxication, committed an accident and collided a local female citizen with a child. The injured received a brain concussion, closed fracture of the pelvis, fracture of an arm and a ruptured spleen.

On April 20, 2016, as a result of a dispute between the service men of the mortar platoon of the 9^th sep aslt MR regt of the MC, due to the alcohol abuse in Krasnoarmiysk one mortar died, and another two received serious stabbed wounds.

Given the numerous robberies of private homes of the residents of Novoazovsk, taking place since early April, 2016, Russian military commandant decided to temporarily ban the military men of the 9^th sep aslt MR regt of the MC to leave the territory of the unit in personal issues.

Russian occupation authorities continue measures to develop its own mobile infrastructure in the temporarily occupied areas of Donbas, paying no attention international sanctions.
It was established that on April 23, 2016, signing of an agreement between the Russian company OJSC "Rostelecom" and provider of the so-called LNR "Unitary Enterprise "Luhansk Communications"("Luhakom") is planned. Under the terms of the agreement, the Russian operator will directly provide "LNR" services of commercial cable television and high-speed Internet access.

Meanwhile, Russia rejected to directly transfer codes of the stationary and mobile communications belonging to the Russian segment of the numbers of the seventh world zone of numbering (Russia uses such a scheme in the unrecognized republics of Abkhazia and South Ossetia) to "LNR" for long-term lease. The representatives of Russia returned to the original version – the use of the so-called LNR numbering resource of Chechen mobile operator 'Vainakh Telecom".

As it is known, in 2013, the authorities of Chechnya urged residents of the republic to refuse the services of two national Russian mobile operators, including "Megafon", in favor of the Chechen provider "Vainakh Telecom" (at that time, it only had a license of a mobile operator, but really was an Internet provider), having accused Russian companies of fraud of virtual voting results during the competition "Russia-10".

As for the flights of reconnaissance aircrafts of the Russian Armed Forces
along the state border of Ukraine

On April 22, 2016, flights of reconnaissance aircrafts Il-20M, Su-24MR and antisubmarine aircraft in the airspace of the Black Sea (along the southern coast of Ukraine), the Crimean Peninsula, Azov Sea and Krasnodar krai were observed.
